Q. 20. Read the following extract taken from the text book and answer the questions that follow.
“The Hindu thinks that separate electorates are contrary to the spirit of true nationalism, because he understands the word ‘nation’ to mean a kind of universal amalgamation in which no communal entity ought to retain its private individuality. Such a state of things, however, does not exist. India is a land of racial and religious variety. Add to this the general economic inferiority of the Muslims, their enormous debt, especially in the Punjab, and their insufficient majorities in some of the provinces, as at present constituted and you will begin to see clearly the meaning of our anxiety to retain separate electorates.”
(20.1) Analyse the arguments given by the speaker to retain separate electorates for Muslims. 2
(20.2) Why does the Hindu think that separate electorates are contrary to the spirit of true nationalism? Give two arguments. 2
Ans. (20.1) The speaker supports the idea of separate electorates for Muslims, as they are a minority in a country like India which has great racial and religious variety. Also, the Muslims are economically inferior to the Hindus and are under enormous debts especially in the Punjab region, thereby their desperation for separate electorates.
(20.2) (i) According to the Hindu all religions, castes and communities of our nation should coexist in harmony. No communal entity should be allowed to retain its private individuality as this is against the idea of a nation.
(ii) Democracy provides equal rights to all the citizens irrespective of their caste and creed. There is no reason why a community should be given a separate identity.

Q. 25. Explain the efforts made and suggestions given to reform the political parties and the leaders. 4 Ans. Some of the efforts made to reform political parties are:
(i) The Constitution has been amended to prevent elected MLAs and MPs from changing parties. Now if any elected MLA or MP changes his party, he or she will lose his/her seat in the Legislative Assembly or Parliament. This amended law has helped to bring down the number of defections.
(ii) The Supreme Court has passed an order to reduce the influence of money and criminals. Now it has become mandatory for every candidate, who contests election, to file an affidavit giving details of his assets and criminal cases pending against him. This has helped in making this information available to the public.
(iii) The Election Commission has passed an order making it necessary for political parties to hold their organisational elections and file their Income-tax Returns.
